Agricultural Division
The primary goal and purpose of all county Agricultural Commissioners statewide is "To Promote and To Protect" agriculture. The number one industry in Butte County is agriculture, which provides a very significant base to the county’s economy. The promotion and protection of Butte County agriculture is accomplished through educational outreach and enforcement of the law. The local expertise is utilized to uniformly administer the following statewide programs here in Butte County.

Planning Division
The Planning Division is responsible for developing plans for review and consideration by the Board of Supervisors, and for the physical development of Butte County. The Planning Division also administers the policies and implements the programs for plans adopted by the Board of Supervisors. The Planning Division is also responsible for support of the Planning Commission, Airport Land Use Commission (ALUC) and the Land Conservation Act Committee (LCA)

Building Division
The Building Division is responsible for enforcement of all the provisions of the State Building Standards Code pertaining to the erection, construction, reconstruction, movement, alteration, repair and removal or demolition of all structures as mandated by state law. Additionally, the Building Division enforces Title 25 requirements for the installation of utilities and mobile homes within unincorporated Butte County.

Environmental Heath Division
Environmental Health Division should be contacted if you will need: A permit to drill a new well or to have water from an existing well tested or to create and/or modify an existing private or public water system; A permit to install or repair a septic tank and/or drain field system; Testing to be done for a proposed location for a new or replacement septic system. A permit for the establishment and/or the enlargement of a business preparing or serving food and drinks; a permit for the use of public or semi-public swimming pools

Development Review Committee
The development review process is provided by the Planning Services Department at no cost, in order to provide the applicant with preliminary review of the proposed project. Typical projects can include use permits, subdivisions, and non-discretionary projects which are permitted within the zoning district in which they are located. The purpose of the preliminary review is to identify potential problems associated with the proposed development of the project prior to formal application for discretionary or non-discretionary entitlements.

Tasks range from reviewing maps and plans for technical accuracy and consistency with the City's design criteria, to complex issues involving compliance with project conditions of approval and enforcement of the Municipal Code.

Building & Development Services
The Building Division is responsible for activities related to the construction, remodeling, and demolition of buildings and structures. By reviewing building permit applications, issuing building and related permits, checking plans, and inspecting buildings and properties the Division can ensure compliance with applicable codes and ordinances. The Division is responsible for enforcing all applicable building, mechanical, energy, accessibility, plumbing, electrical and housing codes and laws adopted by the City and State to ensure a safe and habitable building environment.

GIS Division
A system of software, hardware, data, and personnel that are used to manipulate, analyze, and present information tied to a spatial location. It combines layers of information about a place to give a better understanding of a location. Generates maps based upon the collected data. The possibilities are endless with GIS as it is flexible enough to map anything as long as the data is available

Planning Department
The Planning Department is responsible for overseeing and guiding private development activities in the City of Gridley. Major activities include administration of planning regulations, assistance to the public and to private developers on City permit applications, conducting environmental review under CEQA and providing staff assistance to the Planning Commission and City Council on development related permits. The Planning Department is also an active participant on the City's economic development team and is responsible for future planning

Building Department
The Building Department is responsible for activities related to the construction, remodeling, and demolition of buildings and structures. The Department also enforces all applicable building, mechanical, energy, handicap, plumbing, electrical and housing codes and laws adopted by the City and State.

Electric Department
The City Electric Utility oversees the delivery of wholesale power, maintains and operates the local electric distribution system, is involved in engineering and advance planning for improvements, replacement and expansion of distribution system, and maintenance and operation of the City's street lighting system.

Public Works Department The Public Works Department is responsible for development and maintenance of the City's infrastructure. This includes design and construction of public streets (including sidewalks, street and traffic signs, and pavement markings), the water system (including production, treatment, storage and distribution), and the sewer and storm drain systems (including collection, pumping and treatment of sewage). Public Works also provides engineering review and inspection of public improvements in new development projects and in public capital and replacement projects.

GIS Mapping
The City maintains a computer mapping system called GIS, Geographic Information Systems. Simply put, a GIS combines layers of both graphic data and informational text, otherwise known as attribute data that can be viewed either 2 or 3-dimensionally on a map.

Economic Development
From a mining and farming past, Oroville is evolving as a leader in quality planning. Oroville has contracted with some of California finest consultant firms. Oroville is ideally located for business involved in domestic and international trade. The Community Development Department and Business Assistance and Housing Department offer incentives to find or build competitively priced commercial and industrial sites and facilities.

Business Assistance/Housing Development
The primary objective of the Business Assistance and Housing Development Department is to provide community services, decent housing, and to expand business opportunities beneficial to the citizens of Oroville. The Business Assistance and Housing Development Department administers projects, programs, and activities that are funded primarily by Federal, State, and local grants and funding resources. Grant and funding resources include Community Development Block Grant, Home Investment Partnerships, Rural Development, Redevelopment Agency Housing Set-Aside, and Redevelopment Agency Taxable Bond Funds.

Engineering Division
The Engineering Division of the Public Works Department is responsible for scheduling maintenance activities for 102 miles of public streets, eleven traffic signals, along with hundreds of culverts and drainage channels. In addition, this division is responsible for design, contract administration and construction inspection of all Capital Improvement Projects. This Division also reviews new land development and construction projects, to ensure that they comply with the State Subdivision Map Act, generally accepted engineering practice and the Land Division Standards of the Town of Paradise.

Building Division
Permits to build, repair, improve, modify, remove, or demolish your house are required by the building codes adopted by the Town of Paradise. The purpose of the building codes is to protect the health and safety of you, the public. The codes are basic guidelines that help you build structures that will stand up to fire, wind, snow, earthquake, or flood long enough to allow you safe escape. They also help us prevent electrocution, tripping and falling accidents, and pest infestation.

GIS Division
The GIS division of Public Works is in its preliminary stages. Once fully established, it will be responsible for the recording of the Town’s infrastructure through a Geographical Information System (GIS). GIS enables the user to envision the geographic aspects of a body of data. Basically, it lets you query or analyze a database and receive the results in the form of some kind of map. Since many kinds of data have important geographic aspects, a GIS can have many uses: weather forecasting, sales analysis, population forecasting, land use planning, scientific investigations, resource management, and development planning.
